Elected Officials

Mayor

The Tooele Mayor functions as both the chief executive officer and the city manager. The Mayor serves a four-year term.  Mayoral candidates must declare if they intend to serve as a part-time or a full-time Mayor and whether they intend to hire an Assistant Mayor after elected. 

Department heads are hired and dismissed by the Mayor with consent of the City Council. The Mayor also breaks a tie City Council vote, and has veto power.

City Council

The City Council consists of five nonpartisan members, elected at large. Council members serve four year terms with no term limit. The City Council is the legislative body of the City. The Tooele City Council also functions as the Tooele City Municipal Building Authority and Tooele City Water Special Service District. Members of the City Council serve on several committees including Planning Commission, Council of Governments, Tooele City Library Board, Tooele County Council of Aging, Tooele County Board of Health, and Employees’ Grievance Board. The City Council meets on the first and third Wednesday of each month at 7:00 p.m. Meetings are held in the City Council Room, Tooele City Hall, 90 North Main Street.

Mayor Debbie Winn is a lifelong resident of Tooele City. She is grateful for the opportunity to continue her service to the citizens as the first woman mayor of Tooele City (2018-present).

She is married to Tyler Winn who was also born and raised here. They are the parents of five children, all of whom are married. They are also the proud grandparents of 19 grandchildren.

Debbie served as the Executive Director of the Tooele County Chamber of Commerce for seven years. She worked for the Tooele County Senior Center as the lead worker for four years. She has served on the Tooele City Council for 5 years (2013-2017) and served as Council Chair in 2017. Debbie feels that it is important to serve in the community and she has made it a priority to serve where possible. She has made a commitment to the residents to always be accessible and to listen to their ideas and concerns.

Justin was elected to the City Council in November of 2019 and is currently serving his first term in office. He is married to Celeste Brady and they have four children. Justin graduated from Weber State University with a Bachelors of Science in Nursing. Professionally, Justin is a Nursing House Supervisor at Mountain West Medical Center in Tooele. He currently serves as the liaison for the North Tooele Special Service District, Planning Commission, Tooele County Council on Aging, and the Wasatch Front Regional Council-Active Transportation Committee.

Justin is grateful for the opportunity to serve his community and is committed to listening and being an advocate for the residents of Tooele.

Councilwoman Maresa Manzione was sworn into office on Monday, January 3, 2022 to serve a four year term after a successful re-election.  Councilwoman Manzione had previously served one year in office (Friday, January 8, 2021 – December 31, 2021) when she was selected by the City Council to fulfill the remainder of Scott Wardle’s term when Councilman Wardle resigned his position to serve on the Tooele County Council.

Maresa Tonioli Manzione loves serving her hometown of Tooele City. She and her husband, David, are the parents of 4 children and have 1 grandchild. Maresa is a graduate of Utah State University with a business degree. She has served on the Tooele County School Board and on local PTAs. Her favorite activities are to hike, run, and bike our local trails and explore our local restaurants. Her assignments on the city council are to the Redevelopment Agency and the Planning Commission.
